How do you report census fraud?

Yesterday, a friend of a friend mentioned that he lied on his census form - he said 5 people live at his house, when there are only 2.

I'll tolerate general cuckoldry, but he just disenfranchised a whole family.

the man is in Hoboken, NJ.
