I somewhat understand what a sealed indictment is; but don't understand how it can be used strategically and when it's advantageous to unseal.

Most sealed indictments are sealed to prevent the accused of fleeing the country. By keeping these names under wraps, nobody knows the names or crimes of which someone is accused until the day you are arrested for a crime.
I also am familiar with sealed indictments being used to protect domestic abuse victims in a similar manner.
All these sealed indictments we hear about have zero to do with any conspiracy of mass arrests of the deep state. That I can tell you for certain.
Thanks that was a great breakdown. I could totally see domestic abuse as being very sensitive needing something like a sealed indictment.
