As a result, we do not have confidence that the FBI has executed its Woods Procedures in compliance with FBI policy, or that the process is working as it was intended to help achieve the “scrupulously accurate” standard for FISA applications.

In other words, the FBI LIED and they didn't follow the MOST CRITICAL aspect of verifying information to obtain the MOST POWERFUL warrants in our country.

Sessions was asleep. Barr was allegedly awake and allegedly was going to do something.

But, nope. Nothing. NOTH-ING!

You make a good case. But just before Sessions went to sleep he put Trump hater Rosenstein in charge of the DOJ. That was a very treacherous and momentous move.

Always have been a critic of Sessions; and President Trump admits it was his worst decision of his FIRST term. But, Rosenstein was the default (basically). It was engineered to be that way--from the start Rosenstein was in on forcing Sessions to recuse, which set up him to be in charge of the DOJ as it related to the Russia Hoax from the time of recusal until Rosenstein left.
