They're doing what cults do-- you teach the majority of members they're always guilty of something, and then tear them apart for it. The other believers will dogpile anyone who objects to show they the good ones. While that's going on, they don't hold one group to the draconian standards everyone has to live by, so they'll look down on and abuse the subhuman class of believers. They'll hate them for it and go at it with each other, all the while becoming more loyal to the leadership who decides who has privilege.
