You might want to check some of the bills past. Even the Buy America Bill that was passed in 2016. There's a stipulation that allows the DoD to circumvent the bill if companies cannot meet demand. Guess where the DoD can get cheap tech and spare parts...China... of course these are shelled through U.S firms who use Chinese parts.
I dont give a shit either, but China must pay we can all agree on that. The easiest way is to lock down their shell companies that feed multi-national firms. Stop the blood the body will wither.
