The Constitution says that Congressional representation is allocated to states based on total population. But that doesn't mean states have to do so with their legislature. Red states should allocate their legislative districts based on only the citizen population and then sue the Feds to force a citizenship question on the Census in a court that's mostly conservative judges (like the Fifth Circuit). Spez: Although Congressional districts are allocated base on total population, I think states can still draw the actual district boundaries based on citizen population, but that may be debateable.
There are still people in the country legally that are not citizens.
They shouldn't get representation either, and they definitely shouldn't count towards where the electorals are allocated.
Im in another country right now and have been for a long time. It never crossed my mind nor am I now able to rationalize why the hell I would or should have the right to vote in their elections or get any of the benefits traditionally given to citizens.

No joke, I do research using the U.S . Census data. I am writing a paper about gender differences in _____ and one of the journal editors responded by saying
"it bothers me that you treat gender as binary and time-invariant in your analysis. surely you understand that we now understand that gender is a social and fluid construct. your Census data is limited by a binary, fixed-at-birth quality that renders it unusable."
