It's the most racist thing possible... positions whites as some kind of angelic benevolent caregiver race, and cements standards of low expectations for other races, which in turn becomes a self fulfilling prophecy - imagine the psychological impact on kids growing up being told through firmly established, SYSTEMIC policy that less is expected of them because of the color of their skin.
