It's the most racist thing possible... positions whites as some kind of angelic benevolent caregiver race, and cements standards of low expectations for other races, which in turn becomes a self fulfilling prophecy - imagine the psychological impact on kids growing up being told through firmly established, SYSTEMIC policy that less is expected of them because of the color of their skin. It's fucked up and shows how the Democrat party, the party of the KKK who hated civil rights, never actually changed a damn thing.
