Yep, the majority of global shipping is flagged in Panama to get around all kinds of rules and regulations. Because of that, Panama has the largest fleet in the world.
As far as bailouts, that depends on where the actual company is based. Carnival is based out of Florida, so I am sure they want a piece of the pie, however by registering their vessels in Panama, they don't pay income taxes on the money they make with them. They also hire foreign workers and do most of the actual business side of things in other countries for tourists to spend their money.
So...they should be told to go pound sand. They aren't really adding anything to the US economy or to the treasury.
When the US government tells your company that you must quit operating as a business until further notice, it is not a "bailout" to give temporary assistance to those who are affected.
A good example of a bailout was when Bush gave billions to the auto industry and said that it would be irresponsible to allow those businesses to fail.
You're not "bailing out" movie theatres by giving them money to stay open and continue to exist when it is you who have ordered them closed.
I'm all for US registry. But they can't because of the Jones Act and related laws. Can't be registered as US unless US built and mostly crewed by US citizens.
Have you seen carnival's stock price today? Just look at their financials. I'd be very surprised if they don't get bought out and taken private. They don't need a bailout. Some private equity firm will soon be getting the deal of a lifetime. According to their 10k from a few months ago they have $25 billion in net assets. They're trading at a market cap of under $6 billion. This is silly.
DAMN. I'm OP, and I didn't realize I was passing that talking point along. I would take this down and correct it, but, it doesn't detract TOO much, but, still, good point, and I'll DEF note this for my posts again in the future. Thanks for alerting me.
Yes, US regulations for sailing under the US flag are onerous.
But you don't sidestep those rules and then expect a bailout.
Le them go under and then use that 'crisis' to change the insane US ship registry laws. Follow the Democrat model - create a crisis then propose a solution.
All they have to do is change their name to "Ukraine" and send the money through a series of money laundering schemes and then Joe Biden can pay them. Problem solved.
Why was your comment down voted? We have shills in here.

I really hope Trump said this, I would be so stoked. Do you have a source by any chance?
They have always been the number one spot for disease outbreaks in the West.
Panamanian-registered floating bacteria vessels.
The strange "rules" where they supposedly have to hire foreign crews and no workers from the country they depart the cruise from.
.
During the Falklands War, the UK put several of those boats into military service.
No reason why they can't be emptied, cleaned, cleaned again, and used as some sort of hospital or quarantine area.
As others have mentioned, int he past the prison barge was a good idea. These might be too luxurious for those.
Floating ICE facilities.
They can go ahead and ask Aruba or wherever they're flagged and see how it goes.
Go cry to your European or island country.

I caught a good bounce on Norwegian CL and jumped back out.
If the business doesnt pay american taxes, they can fuck off. Their american employees can get it though

The recreation industry must make choices.

It's like the corporate version of all the illegal aliens returning home because they won't get bailout checks
