If Mr Acosta had taken the time to look at Spain he would "might have" come to a different conclusion.

Then as soon as the businesses closed they also started running public transportation at half capacity. Despite those precautions people still fled the cities and went to the pueblos, bringing covid with them.

Trump would not be able to shut down states sooner. There were people in Cali and New York saying Wuhan flu was nothing and can be ignored. So if Trump called for social distancing, Democrats would claim Trump was trying to stop the Democrat primary, or he was simply trying to hurt Blue states and ignored his advice.
Washington not being absorbed with impeachment the entire first month "might" have helped too.

If we had sealed the borders to all inbound travel in November, that also would have made a difference.
If Trump had recommended greater social distancing earlier, Acosta would have been first in line accusing him of abusing his power as president.
