My thought too, tbh, though someone with ability and training to run a train is probably pretty thoroughly vetted. A bit like a pilot, where the obstacles to getting into that position rules out the majority of people with the really severe kinds of mental illnesses.
The sample size of humanity is so large you can always find an exception. Standard Deviations of 4+ exist, but that doesn't make them even vaguely normative. My points all still stand.
