Chloroquine is a synthesized quinine, which is derived from the bark of a tree. Quinine has been in use for centuries now as a malaria drug, and for treating flu symptoms I believe.

Edit: My point being that if Chloroquine is synthesized in the lab chemically, the tree bark is no longer necessary.

Quinine is also a common cutting agent used in cocaine.

They made a synthetic version long ago. Some tree bark in Oregon was harvested like this years ago, for something I can’t remember, almost wiped them out. Pacific Yew? Can’t remember the exact tree either, but I learned about it years ago. Made in a lab now.

Seems like the indictment is pretty worthless unless he travels somewhere he can be extradited, which he obviously won't. So I guess it's good for restricting his movements.
