A lot of Universities bend over backwards to recruit Chinese students regardless of credentials or English skills.

A few years ago, my ala mater Rutgers kept promoting how "Global" a degree from Rutgers was. They even had an infamous slogan: "Jersey Roots, Global Reach"

Now that people figured out the word "Global" is associated with the Chinese Communist Party, the Rutgers website took down almost all references to that slogan, but you can still find it if you Google it.
