The governors and mayors and judges (it's the judge in my country who ordered the "stay at home") are already doing that - locking down if needed.
BTW, the judge in my county who issued the stay at home also released prisoners because of concern some people in prisons/jails have the Chinese Corona. Hey, great idea. They might be infected, so release them to infect law abiding, free citizens.

I'm betting this fall... Seems like their plan is to tank the economy hard so that they (in their dreams) win 2020 and then all of a sudden we "beat" corona with lockdowns no longer needed.
