I'm actually pleasantly surprised with Inslee's response so far. We've had covid cases at my church and in our local community. After his initial spats with Trump and Pence, I think he realized that was a loosing battle. Not 100% how I would have done it but the gun, liquour, hardware, and pot stores are all open.
