I'm a bit puzzled why there aren't lawsuits being filed challenging the extraordinary powers that state and local governments have assumed on the basis of a potential threat that has dubious evidence behind it. It's a threat that still hasn't materialized, weeks later.
Because there is no legal case behind any lawsuit. The law is clear in every state that the Executive branch has legal authority to impose restrictions for public safety. Same thing happens after natural disasters.
That's why they all declare an official emergency because it enables their legal authority.
Supreme Court has ruled in favor of this many times.
An official emergency enables what legal authority? Any action at all? Any infringement of constitutional rights? I don't think so.

E.g., the LA Co. Sheriff wanted to close down gun shops. He was told by county lawyers that he could not. This was before Trump declared them "essential businesses". There are legal restrictions on what they can do, even in a declared emergency.
They did anyway at the LA Fitness I used to go to. Neighborhood kids used to show up by the dozen to play basketball after 7 because their friend was "watching" the front door.

That's a good term. That's what this is. They've assumed powers that a general would have under martial law.

I’m somewhat lucky. Distance runner and swimmer. Hard part is all the new foot traffic, but I usually trail run in lowlight anyway.
