I don't know why. There are supposedly millions of pills and more on the way, and that should be enough to treat existing patients who are confirmed to have the virus. Perhaps the issue is that future patients will also need these pills or that the pills need to go with something else (e.g., zinc, az) that is in short supply.
At least many of those who are hospitalized can?/will? receive it.
For this to be used as a prophylactic, I suspect production would have to scale to 100 million - 1 billion pill/day mark. Unfortunately, I think we are very far from that, but I also haven't heard any specific discussion over how much we have and can produce.

Since all Cents from about the middle of 1982 have been Zinc coated with copper, I can guarantee you that there is no shortage of Zinc.
