They were looking to design far worse weapons. You can make a virus with an Ebola payload, 95% mortality, and 2 months of no symptoms. It would spread far and wide before people realised, and everyone would have to stay at home, including doctors, polticians, everyone. You can also engineer a virus that selects for some races more than others.
