Government exerts political power over the economy, shutting down non-essential businesses
Hybrid businesses, those with both essential and non-essential functions, are able to continue operating. In this case, shops carrying only non-essential items were shut out of the market.
Government expands its power, directing not only who can sell, but what can be sold.
It's textbook: government action produces error leading to expanded power to correct the error.
Over the top. This is the most outrageous thing I have seen come from this.
