Ostensibly, the intended voter signed the ballot. In reality anyone can fill out the ballot and forge a signature. An abusive husband can force his wife to vote in a certain way (or vice versa). There is no control, no authentication; it is ripe for abuse.
Why don't you go explore the politics of the state of Oregon before and after the imposition of vote by mail. it is a case study in how Democrats will destroy the entire system. That is why they are salivating now at the opportunity to bring this "convenience" to the rest of the country.
I live in Oregon (unfortunately), and it would be easy to set up ballot drop offs where you have to show your ID rather than just putting it in a mail box. It would just require a means of keeping track of who voted.
