Instead of taking it up the chain to the Carrier Strike Group Commander, Rear Admiral Baker, who was right there on the carrier, the Captain emails HELP to dozens of people and one of them leaked it to a newspaper. Yeah, you're gone. The Navy was already working on plans to quarantine the sick sailors in Guam, maybe if Capt dumbass had talked to his Commander he'd have known that.

Why wouldn't have Admiral Baker fired him then? Is it possible the chain of command refused? Making this a much more serious problem IMO
