What I see when I look at these data is a ranked list of good states and bad state. The blue states get good scores like As and Bs (for staying home) and the red states get Ds and Fs.
So basically, the good, red states are saying "Fuck this shit! I might wash my hands more and 'socially distance' but I ain't doing this stupid lockdown shit!"

The thing is most rural areas are red and I am completely pulling this statistic out my ass but 90% of the jobs are considered essential.
