From what I've read 3M said they found no evidence that this actually happened. They also said Berlin hadn't even ordered those masks.
Sounds more like some German left-wing politician fucked up and yelled "Trump did it!" because nobody in Germany is going to question that.
3M wouldn't know shit. All of their product is warehoused and resold by their distributors and 3M has purposely kept themselves out of the loop so they have plausible deniability when blame comes.
Some distributor probably sold Florida's order for a higher profit and sent it UPS or whatever. Since Customs requires people to declare the contents when it crosses borders, CBP probably saw "N95 masks" on the declaration form and ordered UPS to reroute the package back to the US.
Didn't Germany snag some masks bound for Belgium?
