My wife is Brazilian and they have mandatory voting there, as in every eligible citizen must show up to vote, or file necessary paperwork as to why you can't. Failure to do so results in fines or civil restrictions. (The fine isn't overly burdensome, but still)
On the surface you might think it's good to have the entire population involved, but to me it seems like a terrible idea to force a demographic of people uninterested in politics to vote. Granted, you can vote null if you want to, but obviously the uninformed voter typically defaults to voting for more social programs rather than a responsible null vote. It makes me understand better why the US founders placed certain limitations on who should be able to vote.
Anyways, the point of my post is: Perhaps mandatory ID chips is a step towards forcing something similar in the US?
I think there should be strict requirements before you're allowed to vote, like having a clue about the issues and having an IQ over 75. Also, you shouldn't be allowed to vote if you're on the dole. Sick of people voting more freebies for themselves. If it's a vote on property taxes, you should also have to own property before you can vote.
