It's the governors issuing, in my mind, what are illegal and unjustified orders to stay-at-home. Had we an actual crisis, and not this made up BS, perhaps then they could order people to stay-at-home using martial law. But this has never happened before in our entire history, not even for the Spanish Flu. (Those signs you saw were not orders from the governor, but recommendations from the health industry.)
Martial law was set aside for times of war or mass rebellion, not several thousand people getting sick from a seasonal flu.
After this, a lot of governors are going to look really stupid when the hard data comes in that their orders were unjustifiable and ridiculous.
