I don't know why anybody is differentiating between "vote by mail" and "absentee voting". Nobody ever had to provide proof of why they were requesting an absentee ballot, and no election board ever had the capacity to check up on whether the reasons people gave were real. And of course, as noted in this letter, people can register by mail too (true in all states as far as I know). So there is already literally no control over registration and absentee voting.

We need to start pushing for the elimination of absentee voting, except for US government and military personnel stationed outside the country. We need to demolish the idea that every single person who is eligible to vote needs to be enabled to do that in every single election, because this policy necessarily involves absentee voting and other unsecurable voting mechanisms, and inherently ensures that more fraudulent votes will be cast (each one neutralizing a legitimate vote) than legitimate votes that would not have been cast without these enabling mechanisms.
