Hospitals will report viral infections for COVID-19 even if not 100% sure for the financial assistance they will receive after this is over. I don't think its a conspiracy. Many hospitals are having to furlough workers because they have shut down all of their clinics. Laboratory staff are being furloughed because they aren't doing the same volume because patients are not coming in for routine surgeries, etc. Its a huge snowball affect...
