It was sent there to take patients with other issues because they want to avoid them coming into contact with the virus and also because we were told all last week that all of the hospitals in NYC were “war zones” that were so full that they were having to regularly cart out the dead and load them into reefer trailers to make room.
Do you really believe that in a city of 8 million people that only 15 people needed to go to the ER for something other than Covid-19 in an entire week?
The point is that we were lied to once again. The media was caught showing footage of a hospital in Italy claiming it was in NY. They told us all last week that NY was running out of ventilators and needed 30,000 more to keep pace with the virus. All of that was bs. The hospitals are not only not overflowing with people with the virus, they aren’t even overflowing with people with the virus + all of the other people who would go to the ER on a daily basis in a city of 8 million people.
I don't know why they are having so much problems integrating the ship into their health care, especially since Cuomo demanded it.
I'll guess that the ambulance drivers head for the nearest emergency room, instead of the ship. That might be standard policy even before a ship was moved into the harbor.

The Comfort was never intended for COVID-19 patients. It was supposed to offload everyone else from NY hospitals.
Since elective surgeries have been postponed, the only admissions will be emergencies, and only if someone goes there.
Maybe they will move patients there to make room in an overcrowded hospital, but they won't risk that until it's needed.
