Please list any source that suggests that hospitals will be paid by number of coronavirus deaths. Because I think you made it up, the idea alone is preposterous.
Hospitals will receive loans because their revenue during this crisis is about 40% of normal yet they are expected to not only surge capacity by building or commissioning extra beds, but also continue to employ most employees.
The things that make hospitals money like joint replacements, cardiac cath lab, and radiology are only doing emergency cases, NO elective cases. That demolishes their business model. Even with those things most hospitals have only a 1-2% profit margin. Many hospitals, including one of the 5 I practice at, were in chapter 11 bankruptcy even before the fiscal devastation of this virus and our response to it hit.
Some are furloughing employees who cannot help with the coronavirus surge.

Uninsured get covered by the government if they have covid... usually hospitals have to eat that cost.

Or are they just more selective in who they report to have died from CCCovid-19? I believe Germans are, in general, healthier than most.
Here in Germany the dead are not tested for CV unless there is an excuse.

edit: Germany's 1500 deaths are equivalent to around 6000 deaths in the US when adjusted for population. They are about 1 week behind us.
