Given the extreme unpredictability of the virus, it's most likely just an accident and therefore created in one of the Wuhan bio-labs.
If you're going to do a bio-warfare attack of this scale, it's best to release it domestically first.
At the very least you could fall back to "oh, it got out by accident." It also inoculates your population. Gives you plausible deniability (who'd release it on themselves!?). Give you practice. It also gives you cover to have agents travel around the world and spread the disease while intermixed with vacationers, workers, etc. It gives you an excuse to not ship supplies out to help other countries. It makes your country look strong, by being able to handle it very well while others suffer worse. When it turns out that you have a cure before anyone else... "well that's just because we got the disease first!"
