My public library offers free online access to worldwide periodicals. While reading the just-released newspapers in Spanish, I came across this summary article on the front page of the 6 April 2020 El Pais (Cali, Colombia) newspaper.

To retaliate for the U.S. combating narcotic traffic by the naval block in the Pacific and Caribbean, and for being accused of being a narcotics terrorist, Maduro has sent a letter to all U.S. citizens, calling them to reconciliation and unite forces to put brakes on the "madness" of the Trump administration.
We should all write him back and let him know where we stand. And that Maduro isn't very mature. ("Maduro" means "mature" in Spanish.)
