I dont think so. They cannot control what actually happens. Their economy is taking a beating as well. I think its possible the virus was engineered, but if so, it got out by accident.
I'm inclined to agree; incompetence and greed, not maliciously planned (though they certainly embrace the principle of "never let a crisis go to waste", so subsequent deployments of infected folks also seems very likely.)
The story that makes the most sense to me is that the virus was being researched in Wuhan and one or more lab techs were selling infected bats to the wet markets to make extra money, and either the wrong bats got sold, or they erroneously believed that the bats were safe to eat.
They didn't need to spread it. They simply make the protestor "vanish" and claim it was the virus and the body had to be cremated. They have been doing this sort of thing even before the virus showed up.
Their economy was in jeopardy. Now they can claim that their economy is having problems due to the pandemic - just like everyone else is having problems.
They just got their butt kicked in trade negotiations with the USA. Crashing the USA economy could be revenge.
They would prefer that the USA president was someone other than PDT. This could have been a failed attempt to end his presidency in the upcoming election.
It is hard to believe that they covered up news of the outbreak and then destroyed important lab data just to try and save face, but that could be another motive.
The important lesson here is that for the CCP, like all communist governments, the loss of tens of thousands of lives is not too high a price to pay for attaining its objectives.
