It's nonsense unfiltered yes. However the message i assume he's trying to convey is that we shouldn't give up our civil liberties for this health crisis. I agree with that sentiment, but he can't get credit for it since he's opposed Trump reopening the economy and one would have to translate this gabled nonsense to get that actually good piece of advice.
