I think an eye doctor specialist, but can obviously translate into other medical issues too. He did a lot of free charitable work in some African countries too back in the day. I don't remember the specifics, but he seems like a legit good and honorable guy.
Dr. Paul is an ophthalmologist.
But, every ophthalmologist is an MD, as they have to get through medical school.
I don't know what recurring training he may have to do to retain their board certification.

Fortunately, Jim McDermott (D-asshole) retired at the end of last term, after facing a primary challenge. He was a psychiatrist, which made him qualified to self-diagnose his affliction.
