I can see where it would be difficult and cause a lot of debate without any real benefit. How do you define "recovered"? Testing negative for the virus? A lot of people who had severe symptoms may still have some disabling after-effects for a while, especially related to pre-existing conditions which most of them had, so when to count somebody as "recovered" would be very fuzzy.
It won’t be accurate though, because there are so many people who’ve likely had it and were never tested. I have a very close friend in that group.

Use the confirmed cases we have. That seems to be what they are basing all of it on.....
