The article from the (Failing) NY Times says ambulances which usually are out picking up heart attack victims - are not doing it. They are sitting idle. This is reported at more than one hospital.
Article posits causes: People scared to go to hospital so they hope the mild symptoms aren't anything serious and stay home. People are not going out and eating and drinking as much, so fewer heart attacks triggered.
While I think the numbers in NYC are skewed (likely by union-influenced thugs) - this article says nothing at all along those lines.
