The Navy Secretary went in dry with his comments, likely feeling defensive from the criticism of his decision and the support the crew expressed for the Captain. He definitely could have handled it better, but he really fucked up by apologizing, even though he was apparently directed to apologize. Bending the knee is pretty much always a bad idea, especially in cases like this when you have the Democrats nipping at your heels.
