I have read the memo and sending it through unsecured email to a bunch of civilians/journalists is the kind of offense that firing isn't nearly enough for. It's a nuclear aircraft carrier, not a cruise ship. I'm frankly disgusted in the weakness in this military; it's a disgrace.
The Navy has a high side and a low side. Even the nonsecure side offers encryption. I won't delve into the operation of systems but I managed both for several years and my commanding officer only asked for access once. He used "unsecure" email for everything. It's not unsecure. It's just not "as secure"
