A big problem is a lot of those students hold a US passport because their other country recognizes dual citizenship even those the USA doesn't. If the USA would say "if you hold another passport, you are not a US citizen" that would clear up a lot of this.
Now go for the nuts. Revoke Chinese nationals’ visas from universities. Allow Taiwanese students to stay for extra spice.
Or just give all those spots to actual Americans.
