A lot of people are baffled by this, or laugh at it, but the last I heard, Spain had a very high unemployment rate, up towards the 30% region. A lot or all of those people are already on the dole. So, it sounds to me like this might be a ploy. They change some of the numbers and categories around, perhaps expand it a bit, call it "UBI", even thought its really expanded welfare, and then say, We did it! You can do it to!
So it's not universal and will probably only be available to low income people who are already eligible for assistance. Seems like a whitewash of their current system with no major changes. However I can already hear the Bernie bros touting this now.. UnIvErSaL iNcOmE iS wOrKiNg In SpAiN hurrr durr
I'm not surprised. Spain never experienced a Renaissance, or a Reformation. They never cultivated a protestant middle-class that could jumpstart a freemarket capitalist system or an industrial revolution. They went from medieval feudalism straight into modern feudalism (through hybrid Catholic organizations like Opus Dei), with nary a hiccup.
