Maybe, but in a post-agrarian society I'm not sure that would work that well.

I think the best place to start is by only allowing people who don't take money from the government to vote.

Some verification that the person is a citizen. Either passport, citizenship card, or Birth certificate with photo-ID

I say both. Land ownership eliminates the citizenship issue and worked for most of our country’s history.

Government workers definitely should not have a vote.

i'm ok letting active/retired military vote as well.
maybe an all out ban for anyone involved in academia or journalism.

Edit to add: If you think putting conditions upon votership is a good thing, think again. What happens if the people we oppose gain power again? You think that wouldn't be used against you? Think about who would be arbiters of this decision. Wake up.

P.S. What you are describing is oligarchy. No room for that bullshit in a Constitutional Republic.
