Jeff Lowe and Allen Glover (handy man) worked with Carole Baskin to setup Joe. They all benefitted greatly by entrapping Joe and putting him behind bars. And Carole Baskin killed her first husband, or at the least knows what happened to him, imo.
The FBI in this case were corrupt as all hell.
If you haven’t seen this documentary, I highly recommend it.
I'm sure they could probably still get him on some animal abuse stuff but the murder plot was definitely a setup and he got screwed on that part.
