There are some super wealthy and well educated people from Ethiopia. Not sure how it works over there, but I teach in the DC area and have had several Ethiopian students, all really smart, speak perfect English. When I think of that country I think of starving children but I guess that is changing, or they just have massive income inequality.

I'm gonna go with option B. Same situation in my country.
I believe they have a caste system like in India, so hierarchy based privileges that are inherited by birth.
