Doctors are instructed by the CDC to use their judgement on if the patient died of covid19. They don't have to test positive or test at all to put it as the cause of death. The can assume it as the cause for vital statistics reporting.

Well not according to what I read that just came out from a Dr. who is also a state senator. Article states:

"Dr. xxxxxx explained that this is not a normal procedure. Dr. xxxxxx said for example if the same patient had pneumonia during flu season and he didn’t have a test confirming the patient also had influenza, he would never diagnose the patient with influenza on the death certificate".
