This is setting up such a bad precedent...every time the world gets shaken up businesses are going to be lining up for their government dole out. Why do we give these corporations anything? This is not capitalism!
If the government takes my property for the public good, they are required to pay me for it. If the government shuts down my business and tanks any chance I have of creating revenue, they should be required to pay me for hurting me for the public good just the same.
If the government is the cause of a problem, they should need to pay restitution, not leave destruction in their wake.
Well, but that's what governments always do. Even if they pay restitution, other people will pay for it. The government has no money. All its money comes from (future) tax payers.
Governments will never do good, and are naturally prone to turn into the swamp. Draining the swamp is just step one of many.

On individual basis, and in the sense of justification - of course. On a large scale, all that tax money has been spent (say: mostly wasted) already. Spending is much higher than what they tax anyway, which is why they must accrue crazy amounts of state debt, which translates into inflation and the devaluation of money savings. That's occurring in basically all countries.

Well, governments never do what you think they should do. Politicians see unused money and immediately spend it to promote themselves by "doing something good." There is also a bureaucratic process where it is incentivized to spend all money in order to justify the need for more money the next time budgets are given. Fully agreed. I am not even arguing that restitutions are wrong. I am just saying that it's a bit more complicated and nasty than that, and we shouldn't delude ourselves about what is actually occurring.

The loss of value in my 401K is every bit as important a loss as any loss a business or airline has suffered.

And people living paycheck to paycheck is in many cases by choice. Rather than save money, they buy a tv or a boat or expensive clothes.
Correct. We all, at least on this side of the argument, know that they do it by choice because mommy government will help them.
