You could try that. I say either go to a store like Fred Meyer that will sell them to you, or reach out and steal what you want. Leave the money with the cashier on the way out and go.
Places like Walmart are installing creepy speakers in their parking lots, employing tons of security to protect the water and toilet paper and making their stores one IKEA-esq nightmares... they would absolutely call the police and have you cited and/or arrested for “stealing” and violating the quarantine. Guaranteed the cops wouldn’t be on your side either. Find a local farmer or co-op that can hook you up with seeds.
People should just buy them anyway. Tell the cashier what you're leaving the store with and leave the appropriate money on the counter.
