Here's how it works:

If you've ever canvassed on behalf of a candidate, you are given printed lists that identify each registered voter in a household, and their party registration. The idea is that you're only going to talk to people with the same party affiliation as your candidate. The vote harvesters have access to those same lists. You can go through a neighborhood and collect ONLY ballots from registered Ds if you want to. You can also collect ballots from registered Rs, and throw them in the trash. You can also collect any unused ballot and fill it out for the candidate of your choice. The vote counters are supposed to verify the signature matches what the registrar has on file for you, but they often don't even look.

And most probably, "accidentially throwing GOP voter ballots in the trash" is not even a crime.

Also, regarding the signature matches, those are available to the party reps., so they can literally copy the signature from the example it will be verified against...
