If voter ID were to become a law, could the federal government require it for all senate and house elections, or can the states tel them to fuck off because states control their election system?
Indirectly possibly: Congress could mandate by law that each of the houses of congress may only certify the vote tallies of each state if they fulfill such requirement as Voter ID.

To directly mandate it, is AFAIK not possible.
