Affirmative Action hire.

Why would you downvote this? It's the obvious truth.

Au contraire. Appointed by Trump:

“Dr. Adams has a very respectable background in medicine and public health. He is an anesthesiologist and has a Master’s of Public Health from the University of California-Berkely. Along with working for public health at the state level, he has reasonable credentials that one would expect for the Surgeon General.”

These credentials are nothing to sneer at and certainly don’t make for an affirmative action case.

Nah it's a meaningless position so it's perfect to fill with an AA hire. Trump has to play that game, too. Obama has a degree from Yale.

Qualifications

Anesthesiologists are doctors. Like other doctors, they start by taking a 4-year undergraduate degree, followed by 4 years of medical school.

After this, they must complete a further 4 years in an anesthesiology residency program.

Finally, they can go on to sit a further examination for certification from the American Board of Anesthesiology (ABA).

If they wish to specialize further, they will enter a fellowship program of one year or more.

He ain’t no AA hire.

Buddy, all doctors go through many years of training, and for decades they've been very lenient with black admissions to medical schools. They also are entitled to extra help and tutoring while they're enrolled.

He was picked for his color only. We all know this.
