Research definitely took place at our level 4 lab in NC. If it was complete, why was it sent to Canada?
From Canada's level 4 lab it was smuggled by a Chinese married couple to Wuhan. Before that it was contained, never released. The smuggling was a breach of protocol, and deliberate.
How much further research or modification was done after it left the US is not the major point, but that we didn't turn it loose on the world IS. This is China's primary objective, they are desperately struggling for their lives over this one point, and it is a new type of asymmetric warfare.

The Chinese lady in charge at the Wuhan Institute of Virology released a couple papers explain how they took Virus from Horseshoe bats and altered it with part of HIV to create CCP virus. The virus from the bats can not be transmitted person to person. So they used part of HIV for that.
